We had a good deal of experience implementing CMS systems which were developed by other companies and some open-source systems, but were not impressed with the functionality, reliability and cost of those systems.  We found most CMS systems difficult to use, unreliable, or simply too expensive for what they offered.  While open source systems, though license free, were usually even more difficult to implement and use, usually resulting in an even greater total cost of ownership than the commercial systems.  Getting timely support for open source systems was alway an issue as well.
